Cumann na mBunscol – CONSTITUTION

1.Is ainm a bheidh ar an mbord na 'Cumann na mBunscol.'

2.Cumann na mBunscol is a subsidiary to the Offaly G.A.A. County Board and is subject to the rules of the G.A.A. contained in the Official Guide and to the bye-laws of the Offaly County Committee.

3.Cumann na mBunscol shall consist of a chairman, Vice Chairman, Honorary Secretary, Assistant Secretary, Treasurer, Assistant Treasurer, P.R.O., Assistant P.R.O., two delegates to Bord na nÓg and two representatives of each school competing. Cumann na mBunscol shall have an executive committee consisting of the Chairman, Vice Chairman, Honorary Secretary, Assistant Secretary,Treasurer, Assistant Treasurer, P.R.O., Assistant P.R.O. and 5 committee members to be elected each year at the AGM. Outgoing officers are automatically considered as "ex officio" members of the Executive for two years.

4.A five person fixtures sub-committee will be set up consisting of the chairperson, secretary and three other members of the executive/coiste to oversee each year's fixtures. This sub-committee is to be elected each year at the A.G.M.

5. The Cumann na mBunscol Executive shall elect one of its committee to represent it at Co. Board meetings.

6.The Annual General Meeting of Cumann na mBunscol shall take place at the end of November.

7. The function of Cumann na mBunscol shall be to organise and control competition in Hurling, Football and Camogie, for teams of boys and girls attending National Schools in the area under the jurisdiction of Offaly County Board.

8.To be eligible to take part in any of the competitions boys and girls must be on the roll of the National School for which they are playing provided they don't play for more than one school in the same competition except as provided for in rule 11.

9.The age of players shall be determined from 1st June of the school year. i.e. for the competitions in this school year 2022 players’ ages will be determined from 1st June 2022.

10.The fixtures meeting shall decide on:

  • The format, organisation and running of all competitions
  • Groupings, commencement dates and completion dates.
  • The number of players per team
  • The age limit of players for each competition.

11.Schools in the same parish proposing to amalgamate to form one team in any competition run by Cumann na mBunscol Uibh Fháilí must obtain prior written permission from the executive committee before doing so.

12..Permission may be granted to a school from one parish (the applicant school) to amalgamate with a school or schools from another parish to play hurling in the championship run by Coiste Cumann na mBunscol Uibh Fháilí subject to the following criteria;

i That Permission is sought in writing each year at the AGM of Cumann na mBunscol Uibh Fháilí.

ii That no other school in the applicant schools parish are entering competitions run by Coiste Cumann na mBunscol Uibh Fháilí.

iii That the cumulative total of teachers between the amalgamated schools be taken into account when deciding the competition in which they will partake.

13.Each team shall register its players with the Honorary Secretary on the Foirm Chlaraithe supplied for the purpose. Where a team is formed from more than one school, a separate Foirm Chlaraithe is to be completed for each school. The accuracy of the Foirm Chlaraithe is to be certified by the Chairman of the Board of Management or the Principal Teacher.

14.A team shall be registered with the secretary prior to playing its first match. In order to play in Cumann na mBunscol competitions, teams must be registered with the secretary. Additional registrations shall be made subsequently.

15.The school representative in conjunction with the committee of the local G.A.A. club, shall make all field and gate arrangements for fixtures.

16.Each team must be accompanied by an adult who is responsible and who is in charge of the team. Otherwise teams have no standing.

17.All Cumann na mBunscol matches are to be refereed by a neutral referee as outlined in the section Refereeing of Games, in the Cumann na mBunscol Booklet. i.e. unless managers of both opposing teams agree that neutral referee is not necessary.

18. All trophies shall be returned to the Secretary or competition organiser one month before the finals commence.

19.Teams which qualify for the play-offs or finals must inform the Competition Organiser of this fact so the Organiser can make the arrangements for said final or play-off.

20.All irregularities, complaints and appeals shall be dealt with by the Executive Committee of Cumann na mBunscol. Appeals lodged for the second time shall be dealt with by Coiste na nGearán.

21.All equipment must be paid for on collection/delivery date.

22.The upper age limit for the senior competitions is 13.

23.If all preliminary round games have not been played by the date of the last match in the league section of the competition, then the school that postponed the game originally shall forfeit the points to the opposing team and the group standings will be adjusted accordingly.

24.Cumann na mBunscol football competitions will be organised on the basis of the number of  pupils between 3rd and 6th class instead of the number of teachers in the school, with geographical locations also being taken into consideration when organising these competitions.

25.All competitions are named Group A, B, C, D, E…..

26.Neutral referees shall be paid €20 per team for the refereeing of each game.

27.Each school participating in Cumann na mBunscol competitions will provide at least one official to assist with the running of at least one of the  Cumann na mBunscol scheduled finals days.

28.The group organiser shall organise all aspects of the running of his/her group in dividing play offs and the appointment of neutral referees when necessary up to and including the final of the group.

29.The fee for entering Cumann na mBunscol’s Competitions will be €50 per school.

30. All finals will be played on designated final days, exceptions only to be made for schools whose children are to attend their Confirmation Ceremony or the First Holy Communion Ceremony of their school or their sister school where brother or sister of players may be involved.

31.Only two plays of the ball are allowed in football ( i.e two solos or one hop and one solo)

32.The secretary of Cumann na mbunscol must email schools the minutes of the AGM within one week of the AGM taking place.

33.At the Cumann na mBunscol A.G.M. , each school is entitled to one vote only.

34.A motion or rule change or amendment at Cumann na mBunscol A.G.M. will be passed by a simple majority vote from the representatives of the schools present. In the event of a tie, the chairperson shall have the casting vote. 

35.The Final Day Entry fee for adults is €5. 

36.(In order to give schools adequate notice ) Motions for the Cumann na mBunscol A.G.M. must be submitted the Friday before the Cumann na mBunscol A.G.M. is due to take place and must be circulated to schools by the secretary on the Sunday before the Cumann na mBunscol A.G.M. is due to take place. 

37.Cumann na mBunscol Uíbh Fhailí should send at least one delegate to the National Cumann na mBunscol A.G.M.  

38.Where tickets are allocated from Cumann na mBunscol Náisiúnta as a result of a student from a particular school taking part in a half time game , the tickets are to be strictly designated for the teachers / trainers involved in training the school teams. 

39.If a school postpones a game as fixed in the fixtures booklet, they must contact the opposing school and set a date for the re-fixture, within three school days of the date the original match was postponed.  They must also contact the fixtures secretary to notify them that the original game was postponed and secondly to notify the fixtures secretary of the new date.  If the school who postponed the fixture does not contact the opposing school within three school days with a new date, the school who postponed the original fixture loses the points for game. If the school who postponed the game, cannot play on the agreed rescheduled date then they lose the points for this fixture. 

40.After a game has been played , the result of the match must be emailed or texted to the secretary.

41.Any school who postpones a game within 24 hours of when the game is due to take place, loses the points for the fixture. 

42.All competitions will be 13–a–side. Where teams have 12 players only, the games these teams will be involved in will be 12-a-side. This also applies where teams have only 11,10 or 9 players. In all such cases the games these teams will be involved in will be 11-a-side,  10-a-side and 9-a-side respectively. Should a team have no substitutes available and one of their players were to be injured/ill, the opposition will be instructed by the referee to take off one of their players so as to maintain fair numbers of players on both teams. 

43.When taking part in Cumann na mBunscol competitions, schools are expected to show flexibility in the fixing of games. Schools may have policies on when they play games – in and out of school hours, but schools can’t fully expect their policy to be fully adhered to exclusively. For example; School A has a policy of playing games in school hours. School B has a policy of playing games outside of school hours. In such a scenario both schools are expected to come to an agreeable arrangement where the game may not fully be played in school time but will also not be fully played outside school time. When you take part in Cumann na mBunscol competitions, such flexibility is expected. 

43.In order to increase the number of children taking an active role in games , amalgamations should only be permitted where the amalgamation allows for children to play in a code that their own school is unable to field a team in.
